BRUSSELS -- Authorities provided heavy security Tuesday at the opening of an opera based on the Achille Lauro hijacking and the slaying of a handicapped American Jew on board.

The topic is so sensitive that opening night would have been delayed for fear of terrorism if the Persian Gulf War were still being fought, said Interior Minister Louis Tobback. He was responsible for security in the Monnaie Theater, where the show opened.

BRUSSELS -- The North Atlantic Treaty Organization decided yesterday to send three squadrons of German, Italian and Belgian jet fighters to Turkey to strengthen its border defense with Iraq.

Belgium and Germany stressed that the deployment was defensive, but the action still raised the prospect that NATO could be drawn into a Persian Gulf war. The United States praised the NATO decision.
