Interior Secretary Bruce Babbitt plans to visit Massachusetts today to announce the beginning of a process that may take 29 animals and plants off the endangered species list -- including the prized bald eagle, which is once again nesting in the Bay State.
The proposed delisting -- the most dramatic in the 25-year history of the Endangered Species Act -- would prompt a review of the status of each species and a determination on whether each should be taken off the list or downgraded over two years.
